Missions

Join us as a Purchasing and Procurement Officer and shape the financial efficiency of our delegation in terms of purchasing!
Your role: Purchase goods, services, or works to meet quality needs on behalf of the district’s laboratories.
As a key player in the institution’s purchasing policy, you provide advice and methods.

Activities

– Support to laboratories in their purchasing procedures (advice, assistance in defining needs, raising awareness of regulations and their developments);
– Determination of the contractual approach, the purchasing strategy and the associated schedule;
– Drafting and publication of consultation documents;
– Management of the analysis of applications and offers in conjunction with prescribers;
– Participation in various activities related to procurement (sourcing, negotiations, etc.)
– Participation in updating the purchasing map via a database;
– Production of various spreadsheet queries and statistics;
– Monitoring of contract renewals and renewals
– Monitoring of the administrative and economic execution of contracts

SKILLS

Higher education (Bac +3/4/5) in law, economics or management.

– Knowledge of public procurement law;
– Knowledge of management control;
– Interpersonal skills and ability to work in a team;
– Good writing skills;
– Organizational skills, method and rigor;
– Ability to propose concrete operational solutions to problems in compliance with regulations and purchasing policy;
– Knowledge of purchasing techniques;
– Mastery of office tools, and more particularly of Excel spreadsheets.

Join the epicenter of research in the Rhône-Auvergne region, where the CNRS plays a leading role as a spearhead of scientific innovation. Our regional delegation, based in Villeurbanne, provides management, laboratory support, institutional representation, and leadership and coordination for the scientific community. It has 2,620 CNRS employees spread across Lyon, Saint-Étienne, and Clermont-Ferrand, and 125 research facilities.

You will join the delegation’s finance and accounting department, which handles and/or monitors all financial and accounting operations, including purchasing for the 120 research laboratories in the district that are affiliated with it. This department is made up of 32 employees spread across six divisions: expenditures, revenue, budget, accounting, purchasing, and audit.
