About PhD Program,

Designed for students who want to pursue research careers in both academic and non-academic settings, the Health Policy Ph.D., is a doctoral degree focused on the organization and financing of health services, as well as the statistical methods required to do state-of-the-art empirical work in health policy, health administration, and related disciplines.

Upon completing one year of the program, you’ll select from one of three specialized tracks: health economics, healthcare management and organizations, or population health and demography. You can also complete graduate minors in gerontology or demography, or earn your dual-title Ph.D. in Demography. Recent Health Policy Ph.D. graduates have obtained tenure-track faculty positions at major research universities, opted for private research organizations, found employment at government agencies, or are currently working for private-sector firms.

International applicants must submit materials at least four months prior to the semester they plan to enroll; however, the application deadline for some graduate programs is much earlier than this. All applicants should consult their intended graduate programs for specific requirements.

There are many ways to fund your graduate education at Penn State. Graduate students work primarily with their graduate program, college, or campus to find funding opportunities. Graduate students most commonly find support through assistantships, which are awarded by graduate programs. Other funding options include fellowships, traineeships, scholarships, loans, employment, and student recognition awards. Students should work with their academic program to inquire about funding opportunities.

Application Requirement,

To be admitted to the Ph.D. Program in Health Policy and Administration (HPA), you must apply through Penn State’s standardized online application system. Visit the Graduate School website for information on how to apply to the J. Jeffrey and Anne Marie Fox Graduate School at Penn State.

The application portal for the HPA Ph.D. program opens on September 1 for students enrolling in the fall semester of the following year. For full consideration, your completed application and all supporting materials must be received on or before December 15.

Application Fee,

The degree and certificate application fee is $65 U.S. The nondegree application is $30 U.S.

The international application fee increased from $65 to $85 for anyone applying for spring 2025 admission or later.

Veterans and Military Service Members receive a discounted rate of $40 on their degree application fee. This represents more than a 35% decrease from the standard $65 degree application fee.
