About PhD Program,

Our program provides students with high quality research and teaching experiences. Doctoral students of public administration become active researchers beginning in their first year as part of their research apprenticeship under the direction of their faculty advisor. Many, depending on their area of specialty, conduct their research in one of Maxwell’s 15 established interdisciplinary research centers, or myriad research opportunities working with faculty or institutes across campus.

Our students:

  • Gain substantial competency in the core subject matter and methodologies that are central to preparation for the Ph.D. in public administration.
  • Obtain a firm understanding of the broad intellectual tradition of public administration.
  • Become active researchers beginning in the first year of the program.

PhD Program Degree Eligibility with GPA,  

The Ph.D. degree requires an M.P.A. or related degree to enter the program.

  • 72 hours of coursework, up to 36 of which may be earned through applicable study in an M.P.A. or related M.A. program
  • 6 credit hours in each of two fields of specialization, or 12 total, although more training or coursework is recommended as preparation for the qualifying exam
  • four semesters of research apprenticeship
  • 9 credit hours for the dissertation
  • successful completion of comprehensive exams
  • participation in the Ph.D. seminar
  • GPAs above 3.88
  • GRE: 159 Verbal, 163 Quantitative, 4.5 Analytical Writing

PhD Funding Coverage,

All admitted students are offered a financial package that covers all tuition costs as well as four years of a cash stipend. Summer funds, and academic-year support beyond the fourth year, are available through a number of competitive sources.

Although funding beyond the fourth year is not guaranteed, students are able to apply for TA positions throughout the School to help support additional time of study if needed. Learn more about research and teaching opportunities.

Because we fund all of our admitted Ph.D. students, filling out the proof of financial resources section of the application is not required for international applicants.

  • Transcripts:Official transcripts are not required at the time of application, but will be necessary to enroll in the program
  • Letters of recommendation: three (3) letters of recommendation

All GRE and TOEFL test scores must be sent to Syracuse University from ETS. The code for the GRE/TOEFL exams is Syracuse University 2823. If a GRE score is older than five years and no longer on file with ETS, we will accept an original score report or a notarized copy. TOEFL scores can be waived for applicants with at least four years of attendance at an institution of higher education where English is the primary language of instruction.
